The responsibilities for the internal operations of the University are shared by the Provost and the Senior Vice President. The Senior Vice President is specifically responsible for the direction and management of Facilities, Construction Management, Physical Plant, Campus Police, Space Management, Institutional Research, and Support Service Operations. Additionally, the Senior Vice President is responsible for all financial management operations, including Accounting, Fiscal Services, Financial Reporting, Payroll, Purchasing, Budget, and Human Resources. This council member serves as Chief Operating Officer of the University which has an enrollment of approximately 29,000 students. The campus budget exceeds $455M, and the campus grounds total over 800 acres with over 124 buildings.

The Senior Vice President also serves as University representative on the Board of Visitors Committees for Finance and Resource Development and staffs the Land Use and Development Committee. Additionallly, this person provides direct oversight to over $78M of auxiliary enterprises which include: student residential housing (4,000 students), student unions, Johnson Center, Center for the Arts, Patriot Center (10,000 seat arena), Intercollegiate Athletics, recreational/intramurals, etc. The Senior Vice President also guides the Intercollegiate Athletic Program (19 sports) through the Director of Intercollegiate Athletics

The Senior Vice President represents the office of the President on numerous internal and external events and activities. Specific duties include direct responsibility for institutional planning and the management of institutional information (including direct supervision of the Office of Institutional Planning and Research). Additionally, this person serves as a key University official in legislative matters involving major resource committees, Senate Finance Committee, and House Appropriations Committee within the Virginia General Assembly.

Furthermore, this person serves as the contract officer of the University, who is responsible for final negotiation of all partnership agreements and competitive negotiations. The person is also a senior executive officer serving on the Distributed University Committee, developing campuses in Prince William and Arlington and analyzing alternative systems for delivery of instruction. The Senior Vice President has direct responsibility for Human Resources, with financial coordination responsibility for the physical plant and capital outlay management. The University is typically engaged in $45M of construction and renovation work each year. This person serves as senior officer responsible for total quality improvement of institutional policies, practices and operating procedures and is also Chair of the process improvement program partnering external reengineering specialists and key University personnel. The Senior Vice President is also Chair of university-wide benchmarking initiative for "best practices."
